Subnational Climate Governance Performance Ranking

Across Nigeria, climate change impacts are felt locally, yet state governments vary widely in how they respond. To spotlight these differences and encourage stronger action, the Society for Planet and Prosperity (SPP), in collaboration with the Department of Climate Change (DCC) at the Federal Ministry of Environment, developed the Climate Governance Performance Ranking. The first assessment of its kind in Nigeria, the ranking paints a clear picture of which states are leading, which are lagging, and where urgent improvements are needed.

The ranking evaluates all subnational 36 states across five key areas: institutions and governance, policy and action plan, budget and finance, climate change projects implementation and monitoring, and online visibility. Within each area, specific indicators ranging from the existence of climate policies to the level of public participation are used to measure progress and identify gaps.

The ranking offers practical, state-specific recommendations to close governance gaps, strengthen climate resilience, and foster peer learning. It is designed to help states understand where they stand, identify concrete steps for improvement, and adopt best practices from high performers.

This ranking draws from SPP’s “Mapping Climate Impact, Policy and Action” project, which provided the foundational data on climate hazards, vulnerabilities, and policy landscapes across the country.

Building on lessons from this inaugural edition, the ranking has improved in methodology, deeper state-level engagement, and sharper analysis, ensuring it remains a credible driver of stronger climate governance year after year.
