On the Road to COP30 and Beyond: Developing an Effective NDCs-LT-LEDS to Guide Africa’s Sustainable Development

This report is a strategic scoping paper developed by the Society for Planet and Prosperity (SPP). It examined the readiness and gaps of selected African countries’ Nationally Determined Contributions (NDCs) (Kenya, Malawi, Nigeria, Zambia and Zimbabwe) in meeting their climate goals, and what they must do in the lead-up to the third iterations of their respective NDCs ahead of submission and towards COP30 in Belem.

The report assesses the status of NDCs and Long-Term Low Emissions Development Strategies (LT-LEDs) in each country, analysing how well these frameworks are integrated into national development priorities. It highlights where targets are ambitious but implementation lagging, where alignment with long-term pathways is weak, and where opportunities exist to strengthen policy coherence.

The report also identifies common challenges such as limited financing, weak institutional capacity, and insufficient integration of climate and development agendas, while outlining actionable recommendations to help African governments, regional bodies, and development partners to ensure that next phase of NDCs serves as an investment tool with potentials to catalyse long-term growth for the continent.
